“First of all, the consumer needs to check whether they are in the competitive market or not, because many already have contracts in the competitive market and don`t know it. This period until July 1 was another grace period during which consumers do not pay extra, but have a slightly better price than the price of universal service,” says Silvia Vlăsceanu, president of the Association of Energy Utility Associations. The ANRE shows that there is no deadline to enter the competitive market, but it is recommended that this be done by June 30 to stop paying for the same energy consumption. All residential customers have the right to change electricity supplier/contract at any time within 21 calendar days from the date of application. This depends on the type of price specified in the concluded supply contract. Some contracts will allow fluctuations in the price of electricity – a contractual clause allowing this price to be adjusted by the supplier should respect the requirements of good faith, balance and transparency in order to create the possibility of predicting changes in the price of electricity reflected in the supply price on the basis of clear and comprehensible criteria. A percentage of 58% of residential customers` electricity contracts were only changed on March 31, 2021, according to data from the National Energy Regulatory Authority (ANRE) for Free Europe. Yes, within a maximum period of 42 calendar days from the date of termination of the power supply contract, the former supplier is required to send the invoice to the residential customer with the final return. If the final statement contains a positive balance, the residential customer is required to pay the equivalent of the invoice on the due date.
If the final return contains a negative balance, the supplier is obliged to return the amount due to the residential customer within 5 calendar days from the invoice date. To conclude a new contract with the current supplier, it is no longer necessary to go to the premises of the supplier`s public relations centres. The simplified way of concluding a contract for Electrica Furnizare customers applies both in customer service centers and online on the www.electricafurnizare.ro website, where the first step in the contracting process is to check off one of the options “I am a new customer” or “I am an existing customer”, where the continuation of the process at the level of the requested documents reflects the specific characteristics of the two categories of clients. ANRE has also produced two video tutorials in which it shows domestic consumers what they need to do to change contracts: “The consumer is not necessarily obliged, he does not remain without electricity, he does not remain without a contract, nothing happens if he does not change it, but it is possible to pay a little more than if it were a competitive payment contract. Because the price of universal service is higher, because there are additional obligations for providers. So, if it is not in a competitive market, it is recommended to pass it,” said Silvia Vlăsceanu. As we know, the electricity market for residential customers has been liberalised since 1 January 2021 and consumers should have changed their contract with a competitive market contract with each approved electricity supplier in order to no longer pay for the same energy consumption. ANRE has extended the deadline for amending the electricity contract by up to and including 30. June, so that the treaty enters into force on 1 July. As regards the award of the contract and the conditions for the supply of electricity, the residential customer shall maintain a relationship with the supplier, and the supplier shall in turn maintain relations with the distribution operator with regard to the performance of the electricity supply contract.
Until the date of conclusion of the new contract, but no later than 30 June 2021, residential customers may benefit from a commercial discount from the current provider covering the difference between the price of the universal service offer in force in the first half of 2021 and the price of the competitive offer with the lowest value on 20 January 2021. The electricity supplier is obliged to inform the residential customer in an appropriate and free manner of any intention to modify / supplement the contractual clauses and any price change, indicating the reasons, conditions and scope of such change immediately and in a timely manner, but at least 30 days before the change comes into force. as well as informing the residential customer at the time of notification of the right to unilaterally terminate the contract free of charge if he does not accept the new conditions. In those circumstances, the possibility for the residential customer is to change only supplier, the electricity supply system to which the place of consumption is connected remains the same and implicitly its operator remains unchanged, regardless of the electricity supplier he chooses and with whom he concludes a contract for the supply of electricity in the competitive or universal service system. Therefore, there is no risk of separation when switching suppliers. In order to make a decision on the choice of the electricity supplier with whom the end customer wishes to conclude a new contract, we recommend analysing both the price offer and the conditions associated with the electricity supply price in the supplier`s offer, which may vary from one supplier to another. . .
